The move in Michigan towards establishing the Health Care Exchange has many components. Our sister Group, Grassroots in Nebraska founder Shelli Dawdy, reminded me that , One of those in the Stimulus Bill AARA 2009) the National Coordinator of Health Information Technology or the “Comparative Effective Research Council’, and included a mandate that American MUST have an electronic medical record by 2014. Health care providers will be penalized if they aren’t “meaningful users” of the system.”

The only person I’ve ever found to be the town crier on this before the Stimulus passed was Betsy McCaughey: formerly/http://www.bloomberg.com/apps/news?pid=newsarchive&sid=aLzfDxfbwhzs

One new bureaucracy, the National Coordinator of Health Information Technology, will monitor treatments to make sure your doctor is doing what the federal government deems appropriate and cost effective. The goal is to reduce costs and “guide” your doctor’s decisions (442, 446). These provisions in the stimulus bill are virtually identical to what Tom Daschle prescribed in his 2008 book, “Critical: What We Can Do About the Health-Care Crisis .” According to Daschle, doctors have to give up autonomy and “learn to operate less like solo practitioners.’ McCaughey cites to the ARRA.”

Michigan received a grant in 2010 and begin to implement a Health Information Technology system “The Recovery Act program awarded $14.9 million to Michigan in February 2010. The state proceeded to execute an extensive planning process to develop Michigan’s Strategic and Operational Plans, which needed the recently awarded secured approval in order to begin implementation of the MiHIN.“….“The MiHIN is a set of technologie s and policies designed to mobilize electronic health information securely and confidentially”

These types of IT systems can be utilized to deliver electronic medical records used in the Exchange “to base your healthcare premiums on what Obama’s healthcare legislation cites as “community rating”; to judge you by what your neighbors eat and how well they take care of their own health.“ A Proposed Medical Privacy Bill (2009) (formerly/http://www.zdziarski.com/blog/?p=114) cites the many insidious effects of “shar(ing) all of your privileged medical information with the federal government.” …Including the breaking of “relationship of trust afforded to us by the physician-patient privilege existing today in both common law and case law.”

The recent 30.9 million dollars Federal grant (that YOUR phone calls/e-mails and faxes helped to throw a road block to appropriating in the recent Senate Appropriations Committee) has a clause “to assist the State and the Exchange with legal matters, technology planning” and “The grant will also help utilize contractual services to assist the State Partnership Exchange with planning, design and establishment of technology-related interfaces to ensure Michigan has the capacity to coordinate with the federal marketplace”

I just discovered yesterday that The Michigan Health Information Technology Commission of the Dept. of Community Health (MDCH) is having a Commissioner’s meeting today and the Michigan Health Care Insurance Exchange (Obama Care) will be discussed. The The Public is invited and may testify
