The legislation is an expansion of the Texas Right to Try law that went into effect in June 2015. The law enables terminally ill patients to access medications and treatments that do not have final FDA approval. Passage of SB773 would expand that to enable patients suffering from chronic diseases to access medications and treatments not yet given final approval for use by the FDA.

The legislation would prohibit state and local law enforcement agencies in Minnesota from acquiring “military-grade weapons” from the federal 1033 program. HF1297 defines military-grade weapons as “militarily equipped vehicles and aircraft, weapons and other objects designed to primarily have a military purpose or offensive capability, and ammunition.”

The legislation would create a sales and use tax exemption for precious metal bullion. The bill defines “precious metal bullion” as bars, ingots, or coins made of gold, silver, platinum, palladium, or a combination of these metals to be used as a medium of exchange, security, or commodity.
