Under the law, adults 21 and over who can legally possess a handgun in the state of Ohio can carry a concealed firearm without a state-issued permit. Under the proposed law, patients would be able to access cannabis on a physician’s recommendation if they suffer from a “debilitating medical condition” such as cancer, epilepsy, HIV/AIDS, Parkinson’s disease, multiple sclerosis and post-traumatic stress disorder. Patients could legally possess up to 1.5 ounces of marijuana. S711 would also create a regulatory and tax framework for the cultivation and sale of medicinal cannabis. Home cultivation would not be permitted under the law.
