Delaware Governor Vetoes “Guns and Weed” Bill

Under the proposed law, a person not prohibited from owning or possessing a firearm within the state could not be prohibited from doing so based solely on their status as a registered medical marijuana patient.

Marijuana Legalization on the Ballot in Missouri Despite Federal Cannabis Prohibition

Under the proposal, adults 21 and over could legally possess up to three ounces of marijuana. It would also create a licensing and regulatory scheme for retail sales. Individuals could grow up to six flowering plants, six immature plants and six clones. The measure also includes provisions to create a program that would automatically review and expunge criminal records relating to non-violent marijuana-related offenses.

Signed as Law: California Provides Some Tax Relief for Marijuana Growers

The state currently levies a flat-rate cultivation tax of $10.08 per dry-weight ounce of cannabis flower and $3 per dry-weight ounce for leaves. There is also a 15 percent excise tax levied at the retail level. The new law eliminates the cultivation tax.

North Carolina Senate Passes Bill to Legalize Medical Marijuana Despite Federal Prohibition

Under the proposed law, patients would be able to access cannabis on a physician’s recommendation if they suffer from a “debilitating medical condition” such as cancer, epilepsy, HIV/AIDS, Parkinson’s disease, multiple sclerosis and post-traumatic stress disorder. Patients could legally possess up to 1.5 ounces of marijuana. S711 would also create a regulatory and tax framework for the cultivation and sale of medicinal cannabis. Home cultivation would not be permitted under the law.

Ohio Bill Would Legalize Adult-Use Marijuana Despite Federal Prohibition

Under the proposed law, adults 21 and over could possess up to five ounces of marijuana and grow up to 12 plants for personal use. The legislation would also create a regulatory framework directed by the Ohio Department of Commerce for the commercial cultivation and retail sale of marijuana.
