Over 1,000 flee homes in south Mexico over violence

"Some 1,000 people have fled their homes in southwestern Mexico after gunfights erupted in their villages and criminal groups threatened them, officials said Thursday. Residents of three villages in the state of Guerrero abandoned their homes Wednesday after an unspecified number of people were wounded and houses were set ablaze, said Bolivar Ochoa, secretary general of the San Miguel Totolapa municipality that oversees the communities. The gang violence has led several communities in another region of Guerrero, the mountainous and rural Costa Chica area, to form vigilante groups in order to conduct their own policing." Mexico could legalize marijuana in five years: former president Vicente Fox

"Mexico could legalize marijuana within the next five years, stripping brutal drug cartels of a major source of income, former President Vicente Fox said on Friday. Fox, who battled the powerful cartels while president between 2000 and 2006, has since become a staunch advocate of reforming Mexico’s drug laws, arguing that prohibition has helped create the criminal market that sustains the gangs. Under his successor, Felipe Calderon, Mexico launched a military offensive to crush the cartels, but the violence spiraled instead, and more than 70,000 people have been killed in drug-related bloodletting since the start of 2007." Utah Spent $26K to Ferret Out Welfare Drug Users, Found Nine

"Of 4,425 people screened for drug use after seeking aid, only 813 were deemed to be at high risk of drug use, only 394 were actually subjected to drug testing, and of those, only nine were denied benefits because they tested positive and five are undergoing treatment. The state spent more than $26,000 to achieve these results. It spent more than $5,000 to administer the Substance Abuse Subtle Screening Inventory (SASSI) test to applicants and more than $20,000 to pay for drug testing. "In Switzerland, they took a different approach — give it away for free. Yes, they gave away free, controlled, safe doses of heroin to addicts in a clean clinic with doctors and social workers. They did a study in conjunction with this program and found a 94% reduction in criminal activity by those in the program; addicts were living longer; once stabilized they had an easier time kicking the drug; and… they made it unprofitable to be a criminal heroin dealer, so fewer young people were starting! Semi-Automatic Rifle Reporting Mandated in (Mexican) Border States

"The Obama Administration now requires gun dealers in states bordering on Mexico to report anyone who buys two semi-automatic rifles in a week’s time. A panel of three federal judges has upheld this. Gun dealers in these states are affected: Arizona, New Mexico, Texas, and California. The official explanation? It’s to keep guns from flowing into Mexico. The government has no similar plan for gun dealers in states on the Canadian border. Where is the ACLU on this one? Missing in action. Patients’ advocates ask Supreme Court to decide medical value of marijuana

"A group that advocates on behalf of medical marijuana patients has asked the nation’s highest court to decide whether marijuana is a dangerous drug with no medical value. Americans for Safe Access on Monday appealed a District of Columbia Circuit Court decision that upheld marijuana’s federal Schedule I status. In their appeal, ASA contends the D.C. Circuit Court was wrong to equate 'currently accepted medical use' with only FDA-approved studies. The D.C. Circuit Court also 'simply ignored that marijuana has an extremely low abuse potential relative to other controlled substances, despite having been presented voluminous evidence,' according to the appeal."
