Wyden asks Obama’s terrorism chief for rules governing assassination of U.S. citizens

"'Senior intelligence officials have said publicly that they have the authority to knowingly use lethal force against Americans in the course of counterterrorism operations, and have indicated that there are secret legal opinions issued by the Justice Department’s Office of Legal Counsel that explain the basis for this authority,' Wyden wrote. 'I have asked repeatedly to see these opinions, and I have been provided with some relevant information on the topic, but I have yet to see the opinions themselves.'" Continue reading

Documents reveal U.S. sells arms to Bahrain’s anti-democracy government crackdown

"Despite Bahrain’s bloody crackdown on pro-democracy protesters, the U.S. has continued to provide weapons and maintenance to the small Mideast nation. Defense Department documents released to ProPublica give the fullest picture yet of the arms sales: The list includes ammunition, combat vehicle parts, communications equipment, Blackhawk helicopters, and an unidentified missile system. Defense Department spokesman Paul Ebner declined to offer any more detail. 'We won’t get into specifics in any of these because of the security of Bahrain,' said Ebner." Continue reading

Navy wants drones stashed on the seafloor

"The U.S. Navy wants to pack aerial drones and other intelligence-gathering technology into special containers built to withstand deep ocean pressures and distribute them around the world’s seas. The containers will rise to the surface when called into service from a remote location. These 'upward falling payloads' are seen as readying the Navy to address conflicts in corners of the world where it is too expensive or complex to establish a forward operating area, the Defense Advanced Research Projects Agency (DARPA) explained in a call for proposals. The containers would be stealthily deployed well ahead of time and designed to stay put on the seafloor for years." Continue reading

Billions in Afghan aid could be wasted: U.S. inspector

"Billions of dollars in American assistance to Afghanistan could ultimately go to waste without better planning and security in the war-torn nation, a US investigator said Thursday. Despite US commanders’ talk of progress in Afghanistan, Sopko said that it was becoming more difficult for inspectors to head into the field to ascertain that US money was being well spent. Sopko accused both the Pentagon and the US Agency for International Development of lacking long-range plans on where and why they were building projects and of often failing to ensure quality standards." Japan and China step up drone race as tension builds over disputed islands

"Drones have taken centre stage in an escalating arms race between China and Japan as they struggle to assert their dominance over disputed islands in the East China Sea. China is rapidly expanding its nascent drone programme, while Japan has begun preparations to purchase an advanced model from the US. Both sides claim the drones will be used for surveillance, but experts warn the possibility of future drone skirmishes in the region's airspace is 'very high'." Continue reading

America Is Setting A Dangerous Precedent For The Drone Age

"Micah Zenko of the Council of Foreign Relations makes this argument in a new report: 'A major risk is that of proliferation. Over the next decade, the U.S. near-monopoly on drone strikes will erode as more countries develop and hone this capability. In this uncharted territory, U.S. policy provides a powerful precedent for other states and nonstate actors that will increasingly deploy drones with potentially dangerous ramifications.' Jim Michaels of USA Today reports that 75 countries, including Iran and China, have developed or acquired drone technology in the wake of America's prolific program." Continue reading

Critics object to Obama nominating ‘Mr. Drone’ John Brennan to CIA head

"The nomination of President Barack Obama’s top counter-terrorism advisor John Brennan to head the CIA has sparked outrage and concern about America’s growing drones programme and its use for targeted killings of suspected Islamic militants. Brennan has been a key architect of drones policy under Obama and many experts believe that the use of the unmanned robot planes in countries such as Afghanistan, Pakistan, Yemen and Somalia is likely to increase if he becomes America’s top spy." With Eye On China, Japan Weighs Raising Military Spending

"Japan’s new conservative government announced a review of national military strategy on Monday that analysts said was aimed at offsetting China’s growing military power and that may increase defense spending for the first time in a decade. Mr. Abe had promised during the election campaign to strengthen the military to defend Japan’s control of islands in the East China Sea that are also claimed by China." Continue reading
