The new law bans state and local law enforcement agencies from receiving certain equipment from military surplus programs operated by the federal government. It also increases oversight and transparency for the acquisition of allowable equipment.

To the Governor: California Bill Sets Foundation to Block Federal Militarization of Police

Under the proposed law, police departments would be required to develop a detailed military equipment use policy and present it in an open meeting before obtaining military equipment. After the public meeting, the local governing body would either approve or deny the acquisition. Law enforcement agencies would also be required to get local government approval prior to May 1, 2022, in order to continue using military equipment already in the department’s possession.

U.S. Senate Votes to Expand the National Police State

Earlier this month, the Senate voted 95-3 on a non-binding budget resolution to fund the hiring of 100,000 police officers. The vote doesn't authorize any funding but affirms the Senate's support for including the money in the budget.
