Cyprus rejects bank bill which would have forced people to hand over 10% of their savings

"The euro was plunged into fresh crisis last night as Cyprus flatly rejected plans to raid bank accounts on the debt-ridden island to save its basket-case economy. In a stunning rebuke to European leaders, the Cypriot Parliament voted to reject draconian plans to seize up to 9.9 per cent from the bank accounts of islanders, including 3,000 UK service personnel and 60,000 other Britons who have made their homes there. "The task force agreed that tourists should be sold smaller amounts than residents, and only Colorado residents who’ve lived in the state two or more years should be allowed to sell marijuana at retail. Retail locations would also be required to sell only what they grow. Additionally, starting in 2014 only licensed medical marijuana dispensary owners will be allowed to apply for recreational sales permits, but the application process would open to all Colorado residents starting in 2015." Appeals Court Ruling Throws Wrench in Maritime Drug Prosecutions

"Four foreign nationals were arrested after their fishing vessel with 760 kilos of cocaine was seized off the Panamanian coast three years ago. The ruling reversing their convictions has called into question current US war drug tactics on foreign territory and territorial waters. If upheld, the decision in US v. Bellaizac-Hurtado, could prevent the US from prosecuting suspected smugglers caught within the 12-mile territorial waters of South and Central America countries, and it may hinder US authorities from entering the 12-mile limit themselves while carrying out anti-narcotics operations. California lieutenant governor: ‘Do the damn right thing’ and legalize marijuana

"California Lieutenant Governor Gavin Newsom on Tuesday called on politicians to be honest about legalizing marijuana, claiming many lawmakers and officials secretly opposed the drug’s outlaw status. He noted that drug prohibition had been particularly harmful to racial minorities, who are imprisoned at a disproportionately high rate for drug offenses. Newsom opposed Proposition 19 in 2010, which would have legalized the recreational use of marijuana in California. "Tennessee lawmakers are prepared to consider a major overhaul of laws that allow police to take cash off of drivers to fund their agencies. Rep. Barrett Rich's bill would completely outlaw the practice known as civil asset forfeiture. That practice allows police to take people's cash or property without charging them with a crime. A New Jersey man had $22,000 cash taken from him during a traffic stop. An officer took George Reby's money based on his suspicion that it might be drug money. Federal Judge Finds National Security Letters Unconstitutional, Bans Them

"Ultra-secret national security letters that come with a gag order on the recipient are an unconstitutional impingement on free speech, a federal judge in California ruled in a decision released Friday. U.S. District Judge Susan Illston ordered the government to stop issuing so-called NSLs across the board, in a stunning defeat for the Obama administration’s surveillance practices. She also ordered the government to cease enforcing the gag provision in any other cases. New anti-euro party forms in Germany

"A new party in favour of returning to the Deutsche Mark is taking shape in Germany, hoping to attract voters disillusioned by the political establishment. The new 'Alternative for Germany' party is hoping to capitalise on a growing resentment about the euro-crisis and what Germans perceive as costly bailouts for profligate southern countries. Backed by Hans-Olaf Henkel, a prominent eurosceptic and former head of the German Industry Federation (BDI), the new party is expected to have its official launch on 14 April in Berlin.
