"In what will be a severe blow to Socialist president François Hollande, the agency said it was reducing the country’s rating from AAA to AA1, claiming France’s ability for economic growth was being hampered by 'structural challenges' including its lack of competitiveness, high unemployment, public debt and market rigidity. Spain considers automatic residency to foreign home buyers

"Spain may offer automatic residency to foreigners such as Chinese and Russians who buy homes in the country, aiming to help the ruined housing market, a government official said Monday. 'We have proposed to the other ministries that for residents who acquire a home in Spain for more than 160,000 euros ($205,000), that will automatically entail a residency permit,' said junior trade minister Jaime Garcia-Legaz. Prime Minister Mariano Rajoy later told a news conference that 'no decision' had yet been taken on formally launching the scheme, but said that Spain’s stock of unsold housing needed to be sold at 'reasonable prices'." Piedmont Officer Fired After Writing Controversial Public Urination Ticket

"Piedmont police have fired the officer who ticketed a mom $2,500 after her son urinated in their front yard. After allegedly being harassed by this officer, the Warden family got justice. The $2,500 ticket was dropped, the police chief personally apologized, and the officer was disciplined. Both the mayor and the police chief said the officer should have used better judgment. "The Seattle Police Department on Friday published a how-to guide that explains the do’s and don’ts of marijuana legalization in the state. Written by a former writer for The Stranger, an alternative weekly newspaper in Seattle, readers might never guess it’s an official publication of the police department were it not for the .gov web domain. Despite the unprecedented nature of a major city’s police department releasing such a thing, it went completely under the radar until Thursday, when The Associated Press picked it up first." Emboldened Rhode Island, Maine lawmakers seek to legalize pot

"Rhode Island Rep. Edith Ajello, D-Providence, said Thursday that the passage of legalization referendums in the two Western states are the latest indication that American attitudes toward marijuana are softening. She said the regulated sale of marijuana would eliminate the black market while raising an estimated $10 million in revenue for government coffers. Maine Rep. Occupy debt-relief campaign buys, forgives $100,000 worth of debt

"Members of a debt relief project borne from the Occupy Wall Street campaign said Wednesday they have purchased more than $100,000 worth of medical debt in a second trial run for their efforts. Thomas Gokey, a spokesperson for the Rolling Jubilee campaign, said the debt was purchased for $5,000. Earlier this year, the group bought $14,000 worth of debt for $500. 'We are buying debt that is being sold on the secondary market for pennies on the dollar,' Gokey said in a conference call. 'We are doing it in exactly the same way that [debt collectors] do it, with one big difference: we are abolishing the debt as we buy it.'" Continue reading →

Boulder DA Stops Marijuana Possession Prosecutions

"The district attorney in Colorado's Boulder County announced Wednesday he will dismiss all pending small-time marijuana and paraphernalia possession cases, saying that given overwhelming support for Amendment 64 in Boulder County he would be hard pressed to find a jury to convict. Boulder police Chief Mark Beckner told the Daily Camera that his department would now stop issuing tickets or making arrests for mere marijuana possession of less than an ounce and paraphernalia." Latin American leaders urge review of U.S. pro-marijuana referenda

"The leaders of Mexico and three Central American nations called Monday for a review of anti-drug policies after two US states voted to legalize marijuana. The presidents of Mexico, Honduras, Costa Rica and Belize called on the United Nations to hold a special session by 2015 to examine the 'successes and limits' of current strategies against drug trafficking. In a joint declaration read by Mexican President Felipe Calderon, the leaders asked the Organization of American States (OAS) to draft a report on the impact of last week’s referenda in the US states of Colorado and Washington." EU suspends aircraft emissions trading rules

"The European Union has agreed to suspend its rules that require airlines flying to and from airports in the EU to pay for their carbon emissions. The rules had been unpopular with countries outside Europe such as the US, China and India. Climate commissioner Connie Hedegaard said she had proposed 'stopping the clock for one year'. The EU brought in the Emissions Trading Scheme on 1 January. India and China have been among the most vocal opponents of the ETS, with India banning its airlines from complying with it in April."
