VIDEO NE State Senators Debate & Vote LB599 Medicaid Expansion for Illegals

Are Nebraskans watchful? What happened inside the Capitol last week?

Below is video from last Wednesday’s Unicameral floor speeches and the votes to over ride the Governor’s vetoes of LB599 and its funding bill, LB599A.

Each video is proceeded by:

  • Senator’s name and district number
  • Re-election status
  • Detailed list of how each Senator voted in each of the four rounds required to pass the bills and override the vetoes

I’ve noted some disparity in publicly stated positions for some Senators both in variances during rounds and particularly when comparing LB599 votes with LB599A votes for the same individual.

Remember, again, that there are TWO votes on such a bill:

  1. LB599 – the Legislative bill – includes the language necessary to change or add to Nebraska’s state statutes to create the program, etc.
  2. LB599A – the appropriations bill – think of it as the life’s blood of the bill itself or the food. The funding is necessary to carry out the bill.

Finally, I’ve included the full recorded votes (where available) in a simple chart for each of the first three rounds on LB599 and LB599A, and also repeated the more detailed charts for the final veto override votes.

Senator Kathy Campbell, District 25, was the sponsor of the bill, and its precursor – LB1110

  1. Senator Krist was appointed to his seat by Governor Heineman in 2009, then ran for the seat in 2010. The length of the time in the seat as an appointee affects his eligibility to run for re-election in 2014 and we haven’t investigated the details.
  2. Senator Seiler was appointed to his seat by Governor Heineman in January 2012 to replace Dennis Utter, who passed away.
  3. Senator Lautenbaugh was appointed in 2007 by Governor Heineman, and ran for the seat in 2008, and was re-elected in 2010. As with other appointees, research is required to answer questions regarding Lautenbaugh’s ability to run for re-election in 2014.

Shelli Dawdy is first and foremost the mother of three children whom she has taught at home via the classical method since removing her children from school in 2001. During her early years as a homeschool mother, she worked part-time as a freelance writer. Born and raised in the Iowa, Shelli and her husband moved to the state of South Dakota in 1997, attracted to its more limited government and friendly tax environment. In 2006, Shelli and her family relocated to Lincoln, Nebraska, when her husband’s employer offered a new position. She took a break from work and politics for a time, recognizing the need to focus solely on her childrens’ schooling with two now of high school age. Distressed by many things she was witnessing on the national political scene and disillusioned about the Republican Party, she decided to start writing again, this time online. Motivated to get involved with others at the grassroots level, she networked with activists on the social media tool, Twitter. She was involved in organizing the first tea party rallies inspired by Rick Santelli’s “rant” on CNBC in February 2009. Recognizing that activism should generate on the local level, she founded Grassroots in Nebraska in March of 2009. The group’s mission is a return to Constitutional, limited government, according to its original meaning. While the group has held several tea party rallies, it’s focus is to take effective action. Among its many projects, GiN successfully coordinated testimony for the hearing of the Nebraska Sovereignty Resolution, networked with other groups to ensure a large show of public support at the hearing, and coordinated follow up support to ensure its passage in April 2010. While working to build up GiN throughout 2009, she was asked to work as writer and producer of the documentary film, A New America, which lays out how Progressivism is responsible for how America has moved away from its Constitutional roots.
