The legislation, titled the “Restoring State Sovereignty Through Nullification Act,” would create several processes to declare a “federal action” unconstitutional, void and unenforceable in the state of Tennessee.

Titled “Protection of Natural Right to Property and Self-defense,” the legislation would ban any entity or person, including any public officer or employee of the state and its political subdivisions, from enforcing any past, present or future federal acts, laws, executive orders, administrative orders, court orders, rules, regulations, statutes, or ordinances that infringe on the right to keep and bear arms.

The legislation would allow adults legally allowed to own a firearm to carry a concealed weapon without a state-issued permit. The bill includes provisions regulating where firearms can be carried in the state. South Carolina would continue issuing concealed carry permits for those who want them in order to take advantage of CCDW reciprocity in other states.

The legislation would take steps to treat gold and silver as money in Missouri and encourage its use as such, including making it legal tender, and eliminating the state capital gains tax on gold and silver. It also prohibits any entity of the state from requiring payment in the form of any digital currency, including a central bank digital currency (CBDC).

The proposed law would exclude capital gains and losses from the sale of bullion, coins, or currency from income for the purpose of calculating state income taxes. The bill defines “bullion” as bars, ingots, or commemorative medallions of gold, silver, platinum, and palladium where the value depends on its contents, not its form.
